BOMBAY HIGH COURT UPHOLDS MHADA CLUSTER REDEVELOPMENT FOR BANDRA AND WORLI

MHADA क्लस्टर पुनर्विकास धोरणाला हिरवा कंदील The Bombay High Court has dismissed a batch of petitions challenging MHADA's cluster redevelopment policy for large layouts including Bandra Reclamation and Adarsh Nagar (Worli), ruling that integrated planning serves larger public interest over fragmented society-by-society redevelopment. Financial bids for these projects have already been decided, with Adani Properties the highest bidder for both layouts, reinforcing MHADA's authority to pursue mega-cluster projects valued at over Rs 37,000 crore, prioritising holistic infrastructure over individual society objections. The State has told the court it will not issue a work order for four weeks, giving the petitioner societies a window to appeal to the Supreme Court. Society owners in MHADA layouts must now assess collective versus individual redevelopment strategies and prepare for possible integration into larger clusters. Developers gain clarity on tender processes and scale advantages, while residents of comparable layouts elsewhere in the MMR will be watching how compensation and participation rights are structured once the tender process concludes.
